Problem Statement

In the plane a circle CC of unit radius is given. For any line ll, a number s(l)s(l) is defined in the following way: If ll and CC intersect in two points, s(l)s(l) is their distance; otherwise, s(l)=0s(l) = 0. Let PP be a point at distance rr from the center of CC. One defines M(r)M(r) to be the maximum value of the sum s(m)+s(n)s(m) + s(n), where mm and nn are variable mutually orthogonal lines through PP. Determine the values of rr for which M(r)>2M(r) > 2.
