Problem Statement

Devide all odd numbers from small to large into groups: there are 2nāˆ’12n-1 numbers in the nnth group. For example: the first group is {1}\{1\}, the second group is {3,5,7}\{3,5,7\}, the third group is {9,11,13,15,17}\{9,11,13,15,17\}. Then, 19911991 is in group________.
